KeFAAS is a part of the Biennial Review team under the Comprehensive African Agriculture development program (CAADP) under the African Union commission. CAADP is the African union framework for Africa development and growth for African counties. It was endorsed by the heads of state and government as the AU Maputo declaration in June 2003. Kenya ratified the CAADP protocol in July 2010.

After implementing the CAADP agenda for 10 years, the heads of state and governments adopted the AU Malabo declaration on accelerated agriculture growth and transformation for shared prosperity and improved livelihood in June 2014, at Malabo Equatorial Guinea.  The commitments are;

1. Recommitment to the Principles and Values of the CAADP Process
2. Commitment to Enhancing Investment Finance in Agriculture
   • 10% public expenditure
   • Africa Investment Bank

• Commitment to end hunger in Africa by 2025

1. Commitment to Halving Poverty by the year 2025, through Inclusive Agricultural Growth and Transformation  
2. Commitment to Boosting Intra- African Trade in Agricultural commodities and services
3. Commitment to enhancing resilience in livelihoods & production systems to climate variability & other shocks

• Commitment to Mutual Accountability to Actions and Results  

Mutual accountability to results and actions involves monitoring tracking and reporting on the country progress. The heads of states and governments committed to country reporting on biennial basis during the AU summit. The inaugural reporting year was 2017 which was presented during the January 2018 AU summit. The 2017 reporting was guided by a reporting template which had 7 themes with 43 indicators. 

The AUC revised the reporting template for 2019BR and shared it with the respective countries.  The ministry of agriculture livestock and fisheries with the support from the regional strategic analysis and knowledge support system, east and central Africa (ReSAKSS-ECA) held a four days training workshop from 27^th to 30^th May 2019.  The training incorporated stakeholders from both public and private sector who are key in gathering the critical data to provide the requisite evidence to back the data. KeFAAS as a player in the extension service provision is a key driver in the extension component.

During the training KeFAAS was represented by the country focal person. In the 2019 BR a new indicator was introduced which focuses on food safety. The objective of this performance category is to strengthen preparedness and functionality of food safety systems at national level, for an increased performance of each Au member state in protecting the health of consumers and the environment, and in offering quality foods to national and international markets.

The object has three performance targets

• Performance target 1 operational and functional food safety system that meet international best practices established
• Performance target 2 reach at least 50% for the food safety index by 2025
• Performance target 3 reach at least 50% for the food safety trade index by 2025
